The Russian presidential spokesman confirmed that the sale of the S-400 systems to Turkey included the transfer of technology.
Presidential spokesman Dmitry Peskov told reporters on Saturday that Turkey's contract to buy S-400 anti-aircraft missile systems from Russia was part of a technology transfer contract.
Turkey must begin to receive what it contracted to purchase from Russia in July 2019.
Turkish President Recep Tayyip Erdogan said the purchase of Russia's S-400 missile defense system could not be undone at the receiving stage.
"We have finished the S-400 deal and we are in the receiving stage. We can not deny this deal," Erdogan said from Osaka, Japan. "We can not cancel a deal at the receiving stage and we should not go back."
"We have heard from Trump that he will not impose sanctions on Turkey … It seems that the United States will not impose sanctions on Turkey, and the strategic partners can not impose sanctions on some of them," Erdogan said.
US-Turkish relations are strained by the S-400 missile deal Ankara has contracted with Moscow.
While Ankara insists on its right to Russian missiles, Washington opposes the deal and is trying to pressure Ankara to stop it.
The first shipment of S-400 air defense systems was delivered to Turkey in July of this year, the chief executive of Russ Auburn Export, Alexander Mekhiev, said.
He pointed out that the contract of supply of Turkey "S-400" will be implemented in record time, and is currently completing the logistics component.
