In the face of changing conditions of arms trade, Russia is changing the strategy of exporting its military products to other countries. President Vladimir Putin announced that Russia is developing a new strategy for military (technical) military cooperation with other countries.
Joint action and transfer of technology
Russia is a major arms exporter and currently ranks second in arms exports. Russia's total arms exports are close to $ 16 billion for the fourth consecutive year. The total demand for Russian weapons is now estimated at about $ 54 billion.

As for the demand for technology transfer, the retired military expert Anton Lavrov noted that this demand has become global, so it is impossible to sell large quantities of sophisticated weapons without the transfer of technology.
For his part, strategist Ruslan Bukhov points to the existence of a full number of technologies that Russia does not seem ready to be handed over only to certain countries.

At the same time, competition among arms sellers is growing. According to a US report, by the year 2029, the US F-16 and F-35 fighter jets will remove Russian Sukhoi fighters to third place on the list of the most popular warplanes in the world market. "This is possible if the F-35 fighter is as good as its makers say," says Buchov, commenting on the report.
Competition is also intensifying as new vendors enter the market. Turkey and South Korea, for example, have become buyers of the arms market 15 years ago, and are now strong sellers. South Korea has become a major warship maker while Turkey is expanding its drones, the expert says.

Overcoming preventive sanctions
