The Syrian government launched the reconstruction process in liberated areas in parallel with an economic plan to support Syrian domestic production to counter the repercussions of the US-imposed blockade on Syria.
The steps of the Syrian government included many areas related to supporting public and private agricultural and industrial production, fighting smuggling to support the local product, and rebuilding the infrastructure in the war-affected areas, and trying to break the US embargo on energy and fuel resources by relying as much as possible On the domestic production of oil and gas and the operation of electricity with Syrian gas, and the import of energy shortages in the form of raw materials and refining in Syria.
However, the economic situation of the Syrian citizen still needs government efforts that lead to a qualitative leap in the economy and needs great support due to the clear difference between the low income level compared to the high cost of living, and the loss of a major source of income due to the blockade that hinders Syrian exports to foreign markets, And also because of the decline in the level of some services in some circles because of the routine and paperwork and rely on many old laws in the conduct of some transactions and the difficulty of obtaining licenses.
Experts believe that the economic advancement in Syria needs to support the export of domestic production in the first place, and not to slow down the issue of supporting exports as quickly as possible, in addition to developing the industrial public sector and transforming its companies into profitable, competitive and export sectors. And more importantly, the implementation of e-government and the transformation of the provision of services to electronic form through the Internet in order to facilitate and accelerate and reduce the costs on the citizen, and all of this improves the living situation of the Syrian family.
In this regard, the economic expert, Shadi Ahmed, presented a set of proposals and items that he said that, if implemented, will raise the level of the Syrian economy to internationally advanced levels (25-30 world wide). His proposals focus on sectoral development, And to provide loans to industrialists and the establishment of large complexes and free zones and rail line linking Tartous and Basra, pointing out that the share of per capita income of Syria will rise to a global ranking (between 40 – 50) in the event of the implementation of these proposals, the most important of these items:
1 – Formation of a government of personalities with high scientific efficiency and specific programs and clear and announced.
2. Develop a regional economic and social development plan based on dividing Syria into ten economic zones. The plan will study each region according to geographical, social and economic specificity.
3 – Developing a plan for sectoral development based on raising the efficiency of investment for Syrian economic sectors material, especially for oil and gas, cotton, wheat, citrus and basalt.
4 – Establishment of a large complex of petrochemical industries according to an international consortium in the eastern region and near the Iraqi border serves the two countries.
5 – Provide loans to Syrian manufacturers without interest and grace periods of up to five years and in Syrian pounds to re-launch the Syrian industry.
6 – Declaration of the province of Homs free economic zone in full.
7 – Declaration of the island of Arwad a free global tourist area and the receipt of international tenders for the development.
8. Construction of an advanced railway line linking Tartous and Basra.
9 – Return of 40% of the displaced and attracting 20% of the economic capacity of the Syrian expatriates.
10 – Establishing a technological village in cooperation with large companies.
11. Development of advanced military industries.
12. Strong trade representation in Africa.
13 – Restructuring the Syrian financial sector to be classified according to international financial indicators to reach level A.
14. Reduce corruption to a minimum of 30%.
15 – Establish a strong and flexible economic media and several promotional satellite channels.
16 – Agreement with a global company in public relations to reshape the image of Syria in the world.
17. Develop a plan and tools for non-investment, specifically in the sectors of health, education, culture, arts and sport.
18 – Construction of an international airport in the center of Syria and the construction of a dry basin in the Syrian coast.
19. Abolish the participatory law as it stands (contractual) and develop a modern law that makes participatory social economic system.
20. Restructuring the Syrian judicial system radically, whether for laws, courts, judges and procedures.
